LETTER TO THE EDITOR - January 18, 2001

The Roseville City Council had the perfect opportunity to show good leadership regarding the water meter issue on their agenda last night. Instead, they chose to force half of the residences to pay for this federal mandated program at roughly $7 per month for 1O years. The Council chose, by their action, to pit neighbor against neighbor, old residents against new residents.

The city management and Council have known since FY92 that Roseville would need water meters in order to renew the water contract with the federal government and yet they did nothing to plan for this requirement except figure out how to charge the residents more money. The City Council didn't set aside any money to install water meters as other cities and water districts did for their customers.

Roseville collected a hidden 4%, in-lieu- franchise fee in our utility bills during this time, but instead of setting this aside for meters, the Council simply put that money in the General Fund and spent it on other things. VERY SHORTSIGHTED AND POOR MANAGEMENT!

During this time the Council had money to build a corporation yard, a police station, the civic center, downtown revitalization, and more parks and recreation facilities.......all without a vote of the people. And yet, they now expect some property owners to pickup the tab to install meters so that Roseville can get a water contract to provide for the expanding needs of the entire city, residential and commercial growth.

A suggestion was made that would have the least impact on individuals and benefit the most people. Unfortunately, the Council chose to ignore it. The "Benefit Trust Fund", from the sale of the Roseville Hospital several years ago, provides over $800,000 in interest each year while the principal increases. Currently, this money is given to different organizations, including city departments that apply every year for funding.

The Council can use the interest from this fund each year to pay for the water meters until all the meters are installed. That way no one is forced to subsidize anyone else or pay $7 per month for 1O years on their water bills.

It appears that the Council wants to keep this "political plum" so that they can dole out the money because as one council member stated, "Roseville is the envy of other cities who don't have a fund like this to give away". Yes, give it away. It's good politics.

The Council decision of who will pay for this federal mandate is not an acceptable option and those residents selected to pay should loudly protest the Council action.

Letter to the Editor Jan. 18, 2001

 

After listening to the Roseville City Manager, Al Johnson, during discussion of the water meter issue at the city council meeting, it became abundantly clear why the City Council put Measure U on the November ballot.

Most voters thought "Shall section 10.01 of the City Charter be amended to require all city-owned utilities to be fiscally self-sufficient?" was a sound management business idea. It turns out to really be a fox in sheep's clothing. The Council and staff did a really good job in fooling the public.

 

We now know that it was put up to allow the city to charge utility users a Fee to use the city rights-of-way and easements we own. Now the City Council can claim the utility is a separate entity, even though it is owned and operated for the taxpayers and residents.

 

We also now realize that another reason the staff and Council wanted this in the Charter was so they could tell us "The public voted for this and now we cannot use any general fund money to pay for water meters because that is a utility expense." It is obvious this was a devious manipulation of the voters to prevent the public from demanding that general fund money pay for installation of water meters. The Council and staff knew the water meter issue would cause a lot of debate and political pressure to fund this federal mandate with general fund money. They wanted to be sure they had a reason why our money in the general fund could not be used for meters.

 

This measure was a City Council proposal and now you know why. They wanted to tie your hands and limit your options.
