FOREfront ELECTION SPECIAL EDITION

ROSEVILLE TAX ALERT!!!

Residents Beware!!

Roseville Residents will soon be voting on a $79.5 million dollar bond that could negatively affect their property taxes for the next 25 years.  The public needs to know all the facts to make an informed decision at the poll.

Measure D, March 5th

Measure D is a bond proposal for the Roseville Joint Union High School District.  It will be on the March 5th ballot.  Unfortunately, there is no argument against Measure D in voter pamphlets.  Without publicity or press releases, the school district Board of Trustees quietly ordered an election for March 5th.  The Board’s decision recently came to light, making it difficult for voters to gather information and study the measure and its ramifications.

HERE ARE SOME IMPORTANT FACTS:

Facts You Need to Know. . .

$62.7 million will go to construct a high school in the ANTELOPE area by 2005.  The high school would not be in Roseville nor serve its students.  In fact, Antelope isn’t even in Placer County, yet the bond to build it would be part of Placer County taxes.

About $16 million will go to improvements of two Roseville area high schools.

It will cost homeowners approximately $27 per $100,000 of assessed value.  Own a $200,000 home?  It will cost you about $54 per year in addition to the property taxes and Mello-Roos you might already be paying.

IMPORTANT!  Because of the recent passage of Proposition 39, school bonds now only need 55% of the vote for approval.

Measure D does not drop the bonds currently on the property tax roll.

TOO MAY LOCAL TAXES!!!

They are:  1992 Elementary school bond at $19.77 per $100,000 assessed value for 20 years.

Another High School bond from 1992 at $25.26 per $100,000 assessed value for 20 years.

Roseville residents recently paid to build Woodcreek and Granite Bay High Schools.

There is a Mosquito Abatement tax of $12.54 per household on your property tax bill.

New schools needed. . . but not at Roseville residents expense.

FORE believes that the residents of Roseville are already over-burdened by too many local taxes and we are working to reverse the trend of taxation without voter approval.  An added tax at this time would be a hardship on many, especially those living on fixed incomes.  Measure D creates a hardship.

School overcrowding and lack of adequate school facilities are hidden costs of irresponsible growth.  No doubt the student population in Roseville is growing, and will continue to do so in the future.

New schools will have to be built.  But why should homeowners, who already have high property taxes, have to continually foot the bill for the City of Roseville expansionist agenda?

Because school districts rely primarily on state funding and property taxes to build schools and maintain them, the size of a city’s budget or the health of its economy has little effect on school funding.  In other works, school districts cannot take advantage of the hefty budget surpluses the City of Roseville always manages to have at the end of each fiscal year.  And yet, knowing that there is a growing crisis within the school district, the City of Roseville has made plans to annex thousands of acres of land in Western Placer County, which will only add to the overcrowded conditions that presently exist.

IS THIS SMART, RESPONSIBLE GROWTH?  Is it fair to keep asking residents to approve bond measure after bond measure, while the City’s land-grab goes unchecked?  And what about the developers?  After all, they are the ones who profit the most from the Roseville population boon.

WE ASK YOU … WHO SHOULD PAY?      VOTE ON MARCH 5TH.
